VPS: new approaches for the management of energy sources. The AlpEnergy project.

Even if hydropower, solar and wind energy, wood and other biomasses are richly distributed, they are unequally accessible. The need to balance an increasing production and use of RES (renewable energy sources) requires a stronger and more extended electric grid capable of dealing with high levels of remote power generation. Virtual Power Systems (VPS) offer an alternative by using ICT technology for an intelligent combination of load management, storage and demand. AlpEnergy is a European Territorial Cooperation Project bringing together power suppliers, development agencies, research institutes and public administrations from five different countries of th Alpine Space - France, Germany, Italy, Slovenia and Switzerland - to introduce an efficient operational model that aims at a standardization of both technologies and procedures. The presentation of the AlpEnergy results is an important occasion for a broader discussion about the future of the energy sector. The morning section, held in Italian and simultaneously translated into English, will address the public opinion. The afternoon section, in English only, will be focused on technical topics and is intended for technicians and energy managers.
On Tuesday, October 25, a visit to the pilot implementation in Valle d'Aosta will take place. It will start from the Mechatronics Laboratory of the Polytechnic of Turin, inVerrès, with the presentation of the VPS tested in the alpine village of Saint-Denis. The meeting will continue in Saint-Denis, where an on site test will be shown to the attendees.

The opportunity to develop a model of local management that would support the spread of renewable energy plants, but at the same time help integrate them with the local energy needs, the requirement of the electricity grid and energy planning of Local Bodies, was the reason that prompted the Province of Mantua to join the International Partnership of European AlpEnergy Project. It involves different actors belonging to the transnational reality of the Alpine space, engaged in the search for a general system model and the best application solutions in each territory. The main objective of the AlpEnergy project is the analysis and the development of a Virtual Power System: a technological system compound of plants for local electricity power generation using renewable sources (Virtual Power Plants) and their potential users such as households, companies, public organizations (Virtual Power Loads). All parts of a VPS are connected through communication and control systems (ICT) overlapping the traditional grid. The goal is to get the system with technical and economical advantages for both producers and users, but also for the same electric grid that should be better protected against fluctuating not easily foreseeable loads, which are typical of distributed generation in particular from solar and wind power plants.
The international experience of AlpEnergy has recently found an excellent contact point with the national planning in the new “Conto Energia”(PV tariff law), which will promote the production of electricity from solar sources for the period 2011-2013: the Law DLGS 06.08.2010 in fact specifies the new PV tariffs and conditions of access, introducing a new "bonus incentive" for plants managed as predictable load profile systems. Such foreseeable Systems have features which are very similar to those described in the Virtual Power System of the AlpEnergy Project.
The international conference of Mantua will be an opportunity to learn more about AlpEnergy studies and results from its local developers, from electric cars as storage systems for energy produced by domestic PV plant, to the remote control of public lighting and the new possibilities related with the use of smart meters. It will give information about the new Italian PV tariff for 2011, just over a month ahead of the application of new rates and new scenarios for an electrical system which helps to turn the user from a passive to an active role.

AlpEnergy Summer School 2010

The AlpEnergy 2010 summer school aims at bringing together experts and practitioners from different fields correlated in VPS concepts. The main goal of the School is to identify the main issues coming from challenges posed by VPS implementation and to offer possible answers.
So far three areas have been identified as critical for successful implementation of the VPS – commercial framework, technical operation of the system and internal communication solutions. Aligned with this, the three appropriate experts have been invited as presenters: Prof. Larsen (an expert in energy markets), Prof. Kulic (as an expert in control aspects of power systems) and Prof. Capone (as an expert in Smart Grid communication issues).

Developing Smart Grids, a step toward more rational power consumption and production!
International Conference on smart grids March 18th 2010 – Grenoble, France
In the future, smart grids will help integrating renewable energies and provide solutions for the management of power demand. They are thus part of the solutions as regards energetic and climatic issues. The compounding elements of these smart systems are enhanced distribution networks, smart meters, storage means, new services for consumers, producers groups. The International Conference in Grenoble will offer the opportunity to discuss about these important issues, with French, German and Italian representatives involved in various research and demonstration programs, as the framework of the European project AlpEnergy (Alpine Space Programme 2007-2013, a part of the "European Territorial Cooperation", together with 13 other programmes it strives for transnational cooperation in and between the European regions).
The Conference is addressed to consumers, producers, distributors, conceding authorities, power suppliers, enterprises of the energy control market. The aim is to have a better understanding of the announced evolution of electric networks.
The International meeting is organized by Rhônalpénergie Environnement and Grenoble Institute of Technology (French partners of the Alpine Space project AlpEnergy), in partnership with Tenerdis, and with the support of Alpine Space Programme andRhône-Alpes region.
